I think it is a very
interesting idea.
Indeed, we don’t
need to have always long articles. Short news are also valuable assets. Moreover,
selection criteria for publication in online web site you spoke about are not always
in-line with the shape we want for an open-source ecosystem and for OW in
particular.
It may be interesting also
for OW community to leverage papers about the different projects available from
one repository (with no confusion with OW.org).
Something like “the
voice of the community”.

Well... I'm not sure author is the biggest problem. Everyone who participates
to some open source projects wants/needs to promote them.
Except some million dollars, I don't know a better way to promote something
than writing an article about it :)
If everybody in charge of an objectweb project writes an article, it will make
quite a lot of articles and I'm sure it will produce lots of
feedbacks/download/interest/light...
Some "publication system" like docuwiki makes it very easy to write
technical articles (it manages source code, table, images...) and you can add a community web site
like linuxfr.org (their system is open source
and can be reused)
