Info on OSS development guidelines

Dear all,

I would appreciate any information on specific requirements for open 
source software development. As you can understand, I am not trying to 
find general software development guidelines, but rather specific 
requirements concerning the open source model. I understand that one 
obvious issue concerns the use of non-proprietary (and compliant to the 
intended licensing scheme) software libraries. Any other ideas? Does 
anyone know of any work published on the subject?
