Dods: External References Question

Hi

I'm developing an application involving dods v. 2.3 and I'm having some
problems with external references.

Suppose that i have a table (employees) that as an external reference to
another table (car) associated by the car's objectid, when I'm working
within my application if i remove a car that is referenced by an employee,
that employee is also removed!!!!

Is there a way for not allowing the removal of an element if that element
is being referenced by another register??
