You can use the XMLC -xcatalog option to map any public or system identifier
to another identifier.  So what ever makes the tool kit happy you can get
XMLC to map the same specification.  See

   modules/Wireless/src/org/enhydra/wireless/wml/tests/Makefile

for an example.
