1 -Yes, you can use Octopus (included  in enhydra 5.1 or standalone project - http://octopus.objectweb.org) .

2 - DBase is not supported by Octopus, but you can add support for DBase in Octopus by adding configuration file for new database vendor and updating OctopusDbVendors.xml file.
