Zeus can't read localized characters

Zeus reads XML documents but ignores the document charset encoding. Thus
it's not possible to import XML in different encoding than the current
OS one. Any idea how to let Zeus read and follow the encoding specified
in the XML document? I tried patching various bits and pieces of the
Zeus generated classes but haven't succeeded.
