I have found the source of the problem.

In the configure.bat file the following line creates a configuration problem

set _APP_HOME=%_APP_HOME:\enhydra\=%  

This is a problem in 1 instance which of course by luck I used

If you install the application to c:\enhydra

the above line removes  \enhydra from the variable _APP_HOME so it now 
returns c:multiserver instead of   c:\enhydra-installdir\multiserver

I installed to a directory other than c:\enhydra the all is working.
