The description of your difficulty with start levels is somewhat vague.

If you want to set the bundle start level interactively, use the "bundlelevel" command.

If you want to automatically install/start bundles, use the oscar.auto.install.<n> and oscar.auto.start.<n> properties in the lib/system.properties file, where <n> is the start level for the bundle. Note: Oscar searches for these properties sequentially and stops when there is a break; Felix will search for all such properties even if they are not sequential.
